In Budget 2013 it was announced that Te Taura Whiri i te Reo Māori would receive $8 million for the Māori Language Research and Development Fund, spread over four years. The purpose of the fund is to build an evidence base for the revitalisation of te reo Māori. 

To ensure that maximum benefit is derived from the research funds allocated in 2013 the Board of Te Taura Whiri i te Reo Māori established He Puna Whakarauora. This centre has a specific focus on research related to the regeneration and revitalisation of te reo Māori. It has a national focus, and works with a range of Māori-language research stakeholders in order to undertake its work programme. 

Initial projects 

Five initial priorities were established for the centre. All projects have been completed.

National research agenda for the regeneration and revitalisation of te reo Māori 

Te Matataua o te Reo was prepared by Te Kotahi Research Institute - The University of Waikato. A research that was commissioned by Te Taura Whiri i te Reo Māori to engage with a diverse range of stakeholders (individuals and groups who are actively involved with te reo Māori revitalisation and regeneration); and to identify their particular research/knowledge needs, interests and priorities in relation to te reo Māori regeneration and revitalisation, as well as their current research activities and access to resources. The main objective of this report is to inform the development of a National Research Agenda and to create a resource platform for Māori language communities and those involved in Māori language revitalisation initiatives and research.

Te Taura Whiri i te Reo Māori recognises that digital technologies play a key role in the revitalisation of te reo Māori. This website includes a digital research portal to encourage research discussion and exchange amongst Māori language revitalisation stakeholders. 

Te Ahu o te Reo

Exploring the health of te reo in Māori homes and communities

NZCER – Te Wāhanga has completed research on the health of te reo Māori in homes and communities. Te Ahu o te Reo explored how whānau in nine communities were working towards re-establishing te reo Māori as a secure, living language and a normal means of communication in daily life.

The findings from Te Ahu o te Reo will inform funding and delivery of programmes to help ensure the best results for te reo Māori. A set of recommendations will inform action by national and local government, and in the education and broadcasting sectors.

Te Taura Whiri i te reo Māori, who commissioned the research, will work with Te Mātāwai to address the recommendations.

We produced reports that present the findings from each of the nine communities in depth. The reports highlight challenges and opportunities that whānau experienced as they pursued their goals and aspirations in maintaining, revitalising and normalising te reo Māori in each community.

Te Ahu o te Reo is about te reo Māori in the 21 st century. It builds on the seminal Māori language survey carried out in the 1970s by Richard and Nena Benton, which showed that the Māori language was in a perilous state across Aotearoa. Eight of the communities that took part in that survey were involved in Te Ahu o te Reo. Read a summary of the Methodology .

The project’s name references the past and the future.  

Dr Patu Hohepa named this research project ‘Te Ahu o te Reo’.  The meaning of the name is two-fold, and references both past and future. Te Ahu o te Reo is linked to the whakataukī, ‘Ko te reo te tūāhu o te mana Māori’. This whakataukī likens te reo Māori to a tūāhu or altar because of its important role in maintaining our culture, our marae, mana Māori, our tikanga and our identity. It refers to the idea of having a significant place for te reo Māori. At the same time Te Ahu o te Reo encourages us to look ahead to the future and to move forward to revitalise our language. The name reflects the dynamic nature of language, and retains a connection to the original whakataukī. It is about where we have come from, where we are now, and where we want to be in regard to te reo Māori.

Measuring the value of the contribution of Māori language and culture to the New Zealand economy 

This report was completed by Te Pua Wānanga ki te Ao - The University of Waikato. The purpose of this report is to identify characteristics of the Māori language and Māori culture economy, to quantify the goods and services provided by these economies and to define tools or models that can be used as a form of measurement. The research draws attention to the conceptual and theoretical development of a framework to underpin the economic modelling in order to arrive at a quantification of the value. This theoretical development was informed by a literature review and stakeholder interviews which allowed the research to develop a definition of the Māori language economy and describe the characteristics of the economy, ending in a description of our frameworks for understanding the value of Te Reo Māori. 

Measure the value of te reo Māori

Evaluating the impact of wānanga whakarauora reo (language regeneration and revitalisation workshops) and their role in language regeneration and revitalisation 

Kura Whakarauora is a report that was completed by R & K Consultants Limited. This research project aim was to evaluate the impact of wānanga whakarauora reo and their role in community led language regeneration and revitalisation activities. Kura Whakarauora is a practical workshop for participants to develop a plan to revitalise the Māori language in a supportive and interactive environment. This report provides the findings of an implementation and impact evaluation following attendance of 85 whānau, marae, hapū, iwi, community groups and interest groups at two test Kura Whakarauora. A total of 20 who attended the two Kura Whakarauora were interviewed for this report; 12 participants completed follow-up surveys, while three case studies were examined to consider the link between attendance at the Kura Whakarauora and language revitalisation and regeneration. This report supports the continuation of Kura Whakarauora to develop models for the interest groups as well as building the capacity and capability of language planners across the country to support the establishment and maintenance of revitalisation activities throughout language communities.

Our work 

We provide independent advice to the Minister for Māori Development about issues affecting the Māori language.Our independence enables us to work comfortably between language stakeholders and the government to ensure government priorities and resources are aligned with stakeholder aspirations.

We undertake the following specific duties:

  • administering several funds which provide a financial contribution to community-led Māori language revitalisation initiatives
  • establishing a research centre to support the development of a national Māori language research agenda
  • training and certifying Māori language translators and interpreters
  • testing the proficiency level of Māori language speakers through level finding examinations
  • ensuring that the linguistic and cultural integrity of the Māori language is preserved by maintaining robust quality standards and technical language support provided to stakeholders
  • supporting key national events – Te Wiki o te Reo Māori and Ngā Tohu Reo Māori – and promoting the use and acquisition of te reo Māori, and identifying issues associated with the language.

Te Taura Whiri i te Reo Māori works to support the development of a high-quality Māori language workforce that is valued by employers in both the public and private sectors..

We are unique in our national role and singular focus and so provide a critical point of reference and support for Māori language revitalisation and regeneration efforts in New Zealand.

The Partnerships and Promotions team is responsible for all promotions and communications, and for organising our involvement in events such as Te Wiki o te reo Māori and Ngā Tohu Reo Maori. This team also provides language planning services and supports to public sector and private sector organisations.

He Puna Whakarauora – Research and Development

The Research and Development team funds research, development and innovations that support the revitalisation of the Māori language it also provides technical Māori language advice to the Minister, state sector agencies and educational institutes including coining of new vocabulary. This team is responsible for training and certifying translators and interpreters and developing and administering sector-specific proficiency examinations.

Te Hāpai Ō – Corporate Services

The Corporate Services team provides services in finance and accounting, office administration, planning and reporting, and information technology.

Te Toko Reo

Principle Operations Advisor (fixed term - nine months)

As the Principal Operations Advisor, you will be responsible for the development and implementation of major procurement plans including research and development contracts. You will coordinate cross-sectional work projects that encourage organisational collaboration. This includes but is not limited to website development, IT strategy, records and information management, lease and accommodation projects and government and private sector working groups.

A key deliverable of this role will be to assist the Senior Leadership Team in the development of Te Taura Whiri i te Reo Māori key accountability documents and report on its performance to the Leadership Team, the Chief Executive, the Board and the Minister on a monthly, quarterly and annual basis.

The person we are looking for will have:

  • Proven experience and expertise in procurement, tendering and contract establishment and management
  • Proven experience and expertise in corporate planning and reporting
  • Proven experience in project management
  • An excellent understanding of the machinery of government, including experience in or working in government
  • A high level of written and oral language skills

Level Finder Examinations

Whakamātauria Tō Reo Māori is the National Māori Language Proficiency Examinations administered by Te Taura Whiri i te Reo Māori.  There are currently two exams available: the Level Finder Examination (LFE) and the Public Sector Māori (PSM). The examinations are open to individuals and organisations who wish to test their Māori Language Proficiency against the Whakamātauria Tō Reo M āoriframework.

Level Finder Examination (LFE)

The LFE provides a general indicator of a candidates’ ability to aurally recognise words and their knowledge of vocabulary and grammar.

The examination is a written test only and takes 1 hour and ten minutes including ten minutes reading time. An optional survey is the concluding section of the LFE examination and asks candidates to provide information about their Māori language experience.

The three sections that constitute the examination are:

  • aural recognition (dictation)
  • vocabulary (close reading and multi-choice answer options)
  • grammar (close reading and multi-choice answer options)

The LFE examination marks are reported in levels ranging from 1 – 5, 5 being higher proficiency.

The PSM is designed specifically for people who use Māori language in the public sector workplace.

The examination is both a written and oral test. The written partVenue: University of the examination takes 1 hour and ten minutes including ten minutes reading time. The oral part of the examination takes approximately 20 – 30 minutes and is conducted in groups of no more than three candidates at a time. An examiner facilitates conversations relating to public sector ‘situations’ posing hypothetical circumstances.

The PSM examination has a pre-requisite of a minimum LFE Level 3 attainment.

Consonants 

Māori language doesn’t have consonant clusters (consonants that appear together in a syllable without a vowel between them). 

Consonants are mainly pronounced as they are in English. The exceptions are: 

T 

Varies depending on which vowel appears after it. When succeeded by an ‘a’, ‘e’ or ‘o’, it’s pronounced with little or no 's' sound. 

When followed by an ‘i’ or ‘u’, it includes a slight 's' sound, however not nearly as much as an English ‘t’. 

R 

Commonly called a ‘rolled’ r. If you’re able to imitate the purring sound of a cat, you’ll know exactly what’s required to pronounce this consonant. Failing this, the sound you should aim for is something similar to an English ‘d’ – but softer e.g. judder. 

Digraphs 

The ‘ng’ digraph (the combined sound of two consonants) is said as it sounds in the English word ‘singer'. A common mistake is to pronounce it as it appears in the word ‘finger’. 

The ‘wh’ digraph is usually pronounced as an English ‘ f’ sound.

Seek advice if you need to do this or are translating words other than the exact English words used here.  Capitalisation follows the English capitalisation used.

Translator (permanent)

This role supports Te Mātāpuna in the promotion and contribution to excellence and quality assurance in oral and written translations from English. 

To apply for this job you will need a current Translators license and have expert knowledge of the Māori Language and relevant linguistic and lexicography frameworks.  You will have a strong working knowledge of key issues impacting on Māori language development and regeneration.  You will also have a strong grasp of key issues impacting on te reo Māori. 

This role is located within a Crown Entity, so knowledge and experience of working within and across the government sector and a strong understanding of the machinery of government and government processes is required.

Te Toko Reo

Senior Project Advisor (Fixed Term to 30 June 2019)

Te Toko Reo (Partnerships and Promotion) manages a range of predictable and unpredictable communications, events and promotional activity and also contributes to all-of-organisation reporting to the board, Minister and parliament. The project planner/manager will take responsibility for the anticipation, planning and coordination of these activities. The result will be that people in Te Toko Reo will be better aware of what needs to be done, when, and that the Director and Chief Executive will be readily able to access and report on progress. This will result in a more streamlined flow of work, maximizing the time for team members to apply their professional and creative skills. Support for our colleagues promoting language planning by other government and non-government organisations is a priority. Their work will generate demand for stakeholder management and production of supporting resources. Language Planning will also provide material for our own media updates. A high level of understanding of language planning and its integration into the Crown Māori Language Strategy Maihi Karauna needs to be developed by the holder of this position.

Marketing Communications Advisor (fixed term 9-12 months ex parental leave)

The Marketing Communications Advisor supports the Partnerships and Promotions business group in providing strong business processes that lead to decisions about where to invest public money to support revitalisation.

To apply for this job you will need at least five years’ experience in using data/marketing analysis and insights or research to shape service delivery models.  Experience in supporting and leading social marketing/marketing campaigns is also required.   

As a team player, with a good understanding of the government sector, you will have planning and project management skills and proven experience in working with key stakeholders to achieve marketing outcomes.

You will also need a sound understanding of key issues impacting on Māori Language development and regeneration.  The ability to speak te reo Māori would be an advantage, as would a commitment to improve your reo Māori development and use.

Digital Advisor (fixed term 9-12 months ex parental leave)

As the Digital Advisor you will be responsible for managing the organisation’s online channels with a particular focus on digital media, external and internal websites and applications.  In addition you will provide intellectual and operational advice across the digital stream for the organisation.

A key deliverable of this role is to conduct rigorous analysis and effective quality assurance of the digital platforms that the organisation uses.

The person we are looking for will have:

• Proven experience in using a wide range of digital platforms

• Proven planning and project management skills

• Strong written and communication skills

• A good understanding of technological developments and how relevant digital media contributes to language revitalisation

You will also need a sound understanding of key issues impacting on Maori Language development and regeneration.  The ability to speak Te Reo Māori would be an advantage, as would a commitment to improve your Reo Māori development and use.

Level Finder Examinations

Whakamātauria Tō Reo Māori is the National Māori Language Proficiency Examinations administered by Te Taura Whiri i te Reo Māori.  There are currently two exams available: the Level Finder Examination (LFE) and the Public Sector Māori (PSM). The examinations are open to individuals and organisations who wish to test their Māori Language Proficiency against the Whakamātauria Tō Reo M āoriframework.

Level Finder Examination (LFE)

The LFE provides a general indicator of a candidates’ ability to aurally recognise words and their knowledge of vocabulary and grammar.

The examination is a written test only and takes 1 hour and ten minutes including ten minutes reading time. An optional survey is the concluding section of the LFE examination and asks candidates to provide information about their Māori language experience.

The three sections that constitute the examination are:

  • aural recognition (dictation)
  • vocabulary (close reading and multi-choice answer options)
  • grammar (close reading and multi-choice answer options)

The LFE examination marks are reported in levels ranging from 1 – 5, 5 being higher proficiency.

Kua oti te whakatau i te rā o Ngā Tohu Reo Māori 2018 o Te Taura Whiri i te Reo Māori.

Hei te 23 o Whiringa-ā-rangi 2018 ka tū Ngā Tohu Reo Māori ki Te Papa Tongarewa i Te Whanganui-a-Tara.  Ki reira ka whakanuia ngā kaupapa me ngā tāngata e whakatairanga ana i tō tātou reo huri noa i te motu.  Ko te kōrero whakanui i tō tātou reo i tēnei tau ko Kia Kaha te Reo Māori. Me tīmata te whakatakoto mahere me te whakarite whakatairanga ināianei kātahi ka whakauru mai ki Ngā Tohu Reo Māori 2018.
